[jadmin] Announce: aspsms-t 1.3.0 (jabber2sms) transport

Now it is 3 years ago since last release. However :), this is a
bugfix/documentation release of aspsms-t (jabber2sms) transport.

* lib/ASPSMS/Iq.pm: Bugfix of a registration/remove request.
* Complete documentation of the whole sourcecode with pod
* Made source ready for debian packaging
